Natalie Phelps brings more than 10 years of experience in economic development, commercial real estate and related fields, with a strong background in business attraction, retention and expansion, workforce development, and strategic partnerships.
Prior to joining the City of Cedar Hill as Assistant Director of Economic Development, Phelps served as Business Retention and Expansion Manager for the Mansfield Economic Development Corporation. In that role, she worked closely with local employers, workforce partners and regional organizations to support business growth and expansion. She previously served as Senior Business Manager for the Midlothian Economic Development Corporation, where her work focused on business recruitment, new investment and economic development projects.
Phelps began her economic development career in 2016, building experience in business attraction, retention and expansion, project management, commercial real estate, workforce development, small business initiatives and development partnerships. Her professional background also includes residential real estate, public safety administration and paralegal studies, giving her a broad perspective across business, government, real estate and community-facing roles.
Her commitment to professional growth and regional collaboration is reflected in her involvement with organizations throughout North Texas. Phelps leads networking groups that bring together businesses, community leaders and commercial real estate professionals, helping strengthen connections and create opportunities for collaboration across the region.
Phelps graduated from the University of Oklahoma Economic Development Institute in 2024, further expanding her expertise in economic development strategy and community growth. In 2025, she was recognized as a Mansfield Business Alliance 40 Under 40 recipient for her professional and community contributions.
In Cedar Hill, Phelps brings her experience and relationship-focused approach to supporting existing businesses, attracting new investment and advancing economic development opportunities that contribute to the community’s continued growth.
