Phillips Property Structure Removal

In February 2026, following extensive community workshops, surveys, and engagement opportunities, the Cedar Hill City Council adopted the Downtown Action Plan, a community-shaped roadmap centered on welcoming gathering spaces, unique local businesses, thoughtful development, and experiences that bring people together.

Beginning Monday, May 18, structure removal will begin at the unfinished property near the railroad in Historic Downtown, commonly referred to as the "Phillips Property" at 104 S. Broad Street. Following an evaluation by a structural engineering team, the unfinished building was determined to be structurally unsound and unable to safely support future use in its current condition. Building demolition and site preparation will help reset the property for interim public use while also creating future development opportunities aligned with the Downtown Action Plan.

While the long-term goal is to attract the right development partner and investment for the site, the property will first transition into a flexible public gathering space and interim park designed to support community events, pop-ups, activations, and other experiences in the heart of downtown. These interim uses are intended to bring new energy and activity to the area while showcasing the potential of the site for future redevelopment.

As work begins, the City will continue sharing updates as both interim uses and long-term opportunities take shape. Residents, developers, and community members can learn more about the Downtown Action Plan at cedarhilltx.com/downtown.
