City of Cedar Hill Welcomes Natalie Phelps as Assistant Director of Economic Development

The City of Cedar Hill is pleased to welcome Natalie Phelps as its new Assistant Director of Economic Development, beginning September 21. Phelps brings more than 10 years of experience in economic development, business attraction, retention and expansion, commercial real estate, workforce development and strategic partnerships.

She joins Cedar Hill after serving as Business Retention and Expansion Manager for the Mansfield Economic Development Corporation, where she worked closely with local employers, workforce partners and regional organizations to support business growth and expansion. She previously served as Senior Business Manager for the Midlothian Economic Development Corporation, focusing on business recruitment, new investment and economic development projects.

Since beginning her economic development career in 2016, Phelps has built experience across the public and private sectors. Her professional background also includes residential real estate, public safety administration and paralegal studies, giving her a broad perspective across business, government, real estate and community-facing roles.

In her new role, Phelps will support Cedar Hill's ongoing economic development efforts, including business attraction, retention and expansion, project management, commercial real estate, workforce development, small business initiatives and development partnerships.

Phelps is also active in professional organizations throughout North Texas and leads networking groups that connect businesses, community leaders and commercial real estate professionals. She graduated from the University of Oklahoma Economic Development Institute in 2024 and was recognized as a Mansfield Business Alliance 40 Under 40 recipient in 2025.
